It is encouraging to see the Budget acknowledge the importance of investment into the workforce, particularly through support for apprenticeships and plans to simplify the apprenticeship system. This will be vital for developing the skilled workforce of the future, especially in the social care sector, which is one of the largest employers in the country.
However, it is disappointing that the Budget does not specify which sectors will benefit from these commitments. There is still no clear recognition of the urgent need for investment in social care or the voluntary sector, both of which depend on dedicated staff and sustained support to meet rising demand and keep additional pressure from the doors of the NHS.
Yet again, it seems that these areas have been largely ignored. They did not feature in the Chancellor’s speech, and the Budget document contains no detailed investment or meaningful policy commitments for adult or children’s social care. Charities continue to face rising staffing costs, including the impact of last year's increase in employer National Insurance contributions, which places further pressure on already overstretched services.
Hamelin and many other charities are developing innovative programmes that respond directly to the challenges faced by our communities. We operate at the heart of local neighbourhoods, reducing strain on the NHS and other public services, yet, the lack of targeted support or recognition for this work in the Budget is disappointing.
People who rely on care, and the workforce that supports them, deserve far better. We remain committed to improving services for the people we support, but with firm commitment from the government, we could innovate to an even greater extent. The Chancellor must firstly provide real assurances that the voluntary sector is a priority by ensuring meaningful investment to stabilise and strengthen social care.
Investment is only the beginning. What is truly required is meaningful reform, so that funding is used effectively, delivers clear value for money and supports services that genuinely meet local needs. The voluntary sector sits at the heart of service delivery and has a deep understanding of the challenges faced by communities. Government must listen and work with us so that together we can shape the changes that will make the greatest difference.
